What you need to know about the ATR Movement Certificate
If you’re exporting goods to Turkey then you will need to obtain an ATR Movement Certificate.
The ATR Movement Certificate entitles all goods in free circulation within the European Union (EU) (except agricultural goods, minerals and steel which require an EUR1 Movement Certificate) to receive preferential import duty when being shipped to the Turkish market.
Although very similar to the EUR1 certificate, the ATR document does not have to be supported by proof of the consignment’s origin.
How to apply for an ATR Movement Certificate
All ATR Movement Certificates must be certified by a Chamber of Commerce (us) on behalf of H.M Revenue & Customs (HMRC) who regulate the use of these documents.

Before completing an ATR application we do advise that you, as the exporter, consult HMRC Notice 812. Here you'll find a detailed explanation of the rules which must be satisfied if your goods are to qualify for tariff preferential tariff treatment under the Customs Union which the EU has concluded with Turkey.
The issue fee is £44.00 (+VAT) for electronic versions and £46.00 (+VAT) for manual copies. There are however discounts available to members of the Business West Chambers of Commerce.
