Border Target Operating Model Changes

Implemented on 31st January 2024; changes for Irish Imports and Export Health Certificates


The long-delayed next stage of the Border Target Operating Model (BTOM) was rolled out on January 31st, affecting many imports into the UK. Companies have been told to brace themselves and be prepared for changes to imports. Changes include the introduction of Export Health Certificates (EHC) needed for high and medium-risk animal products, plants, and plant products. 

The next phase of the BTOM is due to be rolled out at the end of April 2024, when checks will be made on products going across the border. It is important that importers know what risk category their goods fall under, and appropriately plan for potential delays as their goods could undergo checks at a Border Control post.

Another announced change was that customs checks would begin on imports coming from Ireland (ROI). This means that any goods coming in from Ireland now need an accompanying Goods Movement Reference (GMR). Previously, goods arriving from the ROI into Holyhead, Fishguard or Pembroke did not require a GMR for clearance, but as of 31st January 2024, this is no longer the case. All types of customs declarations now need a GMR for clearance, and the way the declaration is submitted may also need to change. If the GMR is linked to an import declaration, then the port of entry must be changed on the declaration to include RRS01 data otherwise, the import declaration will no longer work. For temporary imports travelling under a Carnet, the Carnet reference number must now be included on a GMR if the goods go through the freight channel.
