ATA Carnet Case Study: Yamazaki Mazak UK | Business West

An ATA Carnet acts as a 'passport for goods’, allowing for duty and tax-free temporary movement of goods between countries. The ATA Carnet scheme is now operating in over 80 countries worldwide and has been particularly important in allowing UK-based companies to temporarily import their goods into the EU since new Brexit rules came into place. In particular, ATA Carnets are frequently used by technology and science companies to take their goods to international trade fairs and exhibitions like EMO Hannover.

 

Background on Yamazaki Mazak 

Yamazaki Mazak is one of the world’s largest manufacturers of machine tools, laser cutting machines, CNC software and automation solutions. Founded in Japan in 1919, the company now has 11 manufacturing facilities across the globe, with its European Manufacturing Plant based in Worcester in the UK. Many of the machine tools manufactured in Worcester are exported.

We spoke to Gianina Ratiu, a Trade Compliance Administrator at Yamazaki Mazak UK, about her experience applying for ATA Carnets at Business West. 

What is your role at Yamazaki Mazak?

I am a Trade Compliance Administrator within Yamazaki Mazak’s Trade Compliance Department, and I have been part of the team for 1 ½ years. My background includes a Business Management degree from the University of Worcester, as well as internships in the multinational Thermotechnology sector.

Given the global presence of our business, compliance holds a pivotal role in our day-to-day operations, and I’m a member of a dedicated team responsible for ensuring that our international trade activities align with international customs and export control regulations. This includes efficiently handling our ATA Carnet applications.

You have used numerous Business West Carnets. Why do you use ATA Carnets and why do you apply for them at Business West?

Yamazaki Mazak is actively involved in industry exhibitions that take place all over the world and we use ATA Carnets to temporarily export our machines to these exhibitions. For example, we recently participated in EMO Hannover, where we showcased 19 machines and 11 automation systems.

Was the ATA Carnet application process what you expected?

No, it went beyond my initial expectations. 

As someone relatively new to the intricacies of the import/export world, I initially found the Carnet application process daunting. However, I was pleasantly surprised by the team's responsiveness, knowledge, and their ability to offer invaluable guidance. They've been a constant source of support, providing insights on multiple occasions, offering tips and tricks for crafting an effective general list, and consistently going the extra mile. 

They even took it upon themselves to ensure the secure posting of the Carnets together, adding an extra layer of security upon arrival while minimising costs. Their expertise played a pivotal role in making the process smooth and trouble-free.

Also, I must comment on the practicality of the new Carnet folder's design. The inclusion of QR-code instructions and a comprehensive checklist is a game-changer, ensuring that everyone involved is aware of their responsibilities and knows precisely what needs to be done at each stage of the process.  

What is the easiest part of the ATA Carnet application?

I find great satisfaction in the user-friendly interface offered by eCert, which allows me to effortlessly duplicate and modify existing applications. This significantly enhances my overall productivity, as I can avoid the tedious task of starting applications from scratch. 

What is the most difficult part of the ATA Carnet application? 

Sometimes the general lists sent can be quite long. I remember an instance in the first application I completed when I had mismatched the invoices assigned to the machine, resulting in an incorrect declaration of the good’s value. Luckily, the team were very efficient in making the amendments necessary and replacing the Carnet in time for the exhibition. The overall collaboration with the team is a very pleasant one and they’re always ready to help! 

Finally - do you have any advice for other companies who are looking to take their goods abroad temporarily? 

Now that the exhibition is over, I've come to realise just how vital effective communication is in managing risks during temporary exports. 

Whether it's within our own departments or with external companies, no matter how well we plan or how standardised our procedures are, there's always room for errors. This is especially true when dealing with multiple third parties like freight forwarders, brokers, and other individuals who might not be familiar with all the intricacies of the customs world. That's why I believe it's essential to be empathetic and take the time to explain our specialised knowledge to all parties involved, even if it seems straightforward to us. Equally crucial is staying well-informed and up-to-date on regulatory and procedural changes, which can vary significantly from one country to another. So, before embarking on any temporary exports, thorough research is essential.
