Yes. The USA is on the ATA Carnet scheme.
However, the USA only accepts ATA Carnets under the categories of 'Commercial Samples' and 'Professional Equipment'.
Goods entering the USA via ocean vessel are required to have an Importer Security Filing (ISF) filed by an ISF importer.
